National Trust for Jersey Launches a Register of Buildings at Risk

SAVE Jersey’s Heritage, The National Trust for Jersey, and Jersey Heritage have independently compiled a register of Buildings at Risk in Jersey. The register highlights that ten of the Island’s most important historic buildings are in peril of being lost due to a lack of proper maintenance and repair, as well as continuing pressures for commercial re-development. The ten buildings are as follows:

  • La Fantasie, Belvedere Hill, St Saviour
  • Jersey College for Girls, Rouge Bouillon, St Helier
  • 1 Oxford Road (Le Seelleur Workshops), St Helier
  • Le Marinel (Outbuildings), Les Chenolles, St John
  • Pitt Street and Dumaresq Street, St Helier
  • Hope Villa, La Grande Route de la Cote, St Clement
  • Fishermen’s Cottage, Mount Bingham, St Helier
  • 12 & 14 Hilgrove Street, St Helier
  • Millbrook Lodge, Le Chemin des Moulins, St Lawrence
  • 72 St Saviour’s Road, St Helier
  • It would appear that there is a widely held perception that if an historic building is allowed to fall into a ruinous state of disrepair, the Island’s Planning authorities will in turn grant consent for demolition and re-development; this process is often referred to as demolition by neglect.  It is therefore essential that this myth is dispelled and that the owners of historic buildings are actively encouraged to work with the Planning Department to secure the future of their buildings. The involved organisations believe that the ten buildings are of crucial importance to the built heritage of the Island and are calling upon the States to undertake the following:

  • To make a formal commitment to safeguarding the future of all ten buildings.
  • To draw up achievable and practical action plans, in consultation with the respective owners, to secure the long term future of the buildings.
  • To review the level of funding currently available for the repair of the Island’s historic buildings and consider establishing an endowment fund for a local building preservation trust. This could potentially be funded from the dormant bank account initiative.
  • Where appropriate to use the powers currently available under the Planning Law to issue repair notices.
